Let's compare a couple of places. Iraq has a little under 30 million population. California has 36 million. I chose California because I guessed it has a similar population.
Looking at the civilian death toll in Iraq, 226 times 12 = 2712 annual death rate based on the August rate.
So what is the annual rate for California? 2260 (murder). That's very close. Other comparisons show the Iraqi murder rate being pretty much like that of Chicago, Philadelphia and Milwaukee.
If Iraq is not peaceful and stable, then neither are California, Chicago, Milwaukee, and Philadelphia.
Any stats on how it has been there the past few months?

He said it at the end of August, so that was germane to what he said. The same probably applies to September.

Only if they have a similar murder rate. Unless you have a better idea of a way to quantify "peaceful and stable".
